I have a similar take for what is the true working principle of the universe, but instead of motion, I consider the universe to be based on difference and change (so a completely relational universe).
I consider that anything physical is ultimately composed by instant (but lightlike) interactions. These interactions shape any structure, entity or process physically real and observable.
Lightlike interactions always link two spacetime coordinates separated by the light speed ratio, so no physical phenomena can exist without making reference to another place or time.
The present is made up of all these lightlike interactions, connecting to all kinds of past events, scattered through all past history of the universe, so past is more real and present than we thought. That's the reason the universe appears to flow smoothly and can be self-consistent from one moment to the next. All past history of the universe conditions what is present, thanks to these instant interactions that, at the same time, comply with the light speed ratio.
